New Rules/Regulations:

District of Columbia
New regulations for Personal Care Aides, requires initial CPR certification and re-certification annually. ASHI and MEDIC First Aid basic CPR would meet this requirement.

Massachusetts
New regulation for Pediatric Hospitals, requires at least 1 registered nurse on duty 24 hours a day to care for maternal patients that has current certification in ACLS. No restriction placed on training entity.

Massachusetts
New regulations for Satellite Emergency Facilities, requires certification for Nurses in both ACLS and PALS. No restriction placed on training entity.

Wisconsin
New regulations for Massage Therapists and Body Workers, now require certification in AED not just first aid and CPR.

New Approvals Gained:

Alaska
The Department of Health and Social Services have review and approved ASHI and MEDIC First Aid for certifying Assisted Living Staff. Staff are required to have basic first aid and CPR certification. Department requires that courses must also be taught in person, testing both writing and hands-on proficiency.

Connecticut
The Commission of Pharmacy have reviewed and approved ASHI and MEDIC First Aid for meeting CPR requirements for Pharmacists administering influenza vaccines.

New Jersey
The Board of Optometrists have reviewed and approved ASHI CPR Pro for the Professional Rescuer. This pertains to Optometrists who are required to be certified in BLS in order to use therapeutic pharmaceutical agents.

Oregon
Athletic Trainers may now use ASHI CPR Pro for the Professional Rescuer in order to fulfill their BLS certification. The Oregon Health Licensing Agency has reviewed and approved ASHI CPR Pro.


Approval Status Changes:

Iowa
Lifeguards are now required to have BLS certification. Previously ASHI and MEDIC First Aid basic CPR courses were approved for lifeguard training. The Department of Public Health have reviewed and approved ASHI CPR Pro for the Professional Rescuer in order to meet this new requirement.

Louisiana
MEDIC First Aid PediatricPlus has been re-approved for Child Care Personnel. Please be aware that in there are additional steps that instructors offering this course must take to meet the approval:

1. Only MEDIC First Aid PediatricPlus course is currently approved.

2. You must teach the Louisiana Child Care Topics Supplement. (A PowerPoint presentation covering this information is available in the TCM, Instructor Portal and the Regulatory Tool.)

3. Skills practice, evaluation, and written testing are required and must be documented.

4. About 8 class room hours are necessary to present the required information, practice and evaluate skills, and complete written testing.

Tennessee
Previously ASHI Basic First Aid, CPR and AED, and MEDIC First Aid PediatricPlus were approved for Child Care Providers. Due to a regulation change – currently only MEDIC First Aid PediatricPlus meets the requirement of a 7 hour pediatric first aid and CPR course. Course content must be taught in full, optional topics are not optional! Please contact Kristal at ext 325 if you are unclear regarding this new requirement.

New Regulations

Louisiana
Psychiatric Residential Treatment Facilities now requires all mental health professionals to have certification in the use of CPR, including periodic recertification, along with an annual demonstration of competency in the use of CPR. No restriction on the training. This regulation became effective 2/1/2012.

Louisiana
Therapeutic Group Homes (TGH) now requires all personnel to have certification in the use of CPR, including periodic recertification, within 30 days of hire. The TGH shall have at least one staff member on duty per shift to have current CPR and first aid certification. No restriction on the training.

Connecticut
Pharmacists are now approved to use ASHI or MEDIC First Aid to fulfill their CPR requirement. Approval was granted by our current approval through the CT. Dept. of Health.

New Jersey
After review by the New Jersey Board of Optometrists, ASHI CPR Pro is now approved.

Approval Changes

Connecticut
After review MEDIC First Aid PediatricPlus (G2010), we continue to be approved for certifying child care providers. Currently only MEDIC First Aid is approved and course must be taught with additional supplement. Minimum time requirement exclusive of the CPR training is 6 hours.

New Rules / Regulations:

Alaska
New rules for Community Behavior Health workers. Must be certified in CPR, First Aid and Bloodborne Pathogens by national training organization.

District of Columbia
Podiatry Continuing Education requirements have been updated to state that a maximum of 3 CE credit hours are allowed for CPR. ASHI is written into the regulation by name.

Florida
The Board of Dentistry have updated their regulations to state that AED training is also required along with BLS certification. Equivalent courses acceptable.

Kentucky
Pharmacists must hold a BLS, ACLS, and PALS certificates that meet or exceed the AHA standards. If sedation is permitted within the dental office, than a AED must be on site.

Louisiana
Licensed Respiratory Therapists who administer medication must be certified in ACLS and PALS. ASHI courses are acceptable based on approval from the Joint Commission.

Maryland
New requirements have been established for the operation of Large Family Child Care Homes. If a home has a wading or swimming area water exceeds 4 feet in depth, there shall be a lifeguard present who: Holds a current certificate from the ARC or YMCA. Additionally, providers must have basic first aid and CPR training through the ARC or a program with equivalent standards, which is appropriate to all child age groups from which the home is approved.

Missouri
New regulations have created for Day Care Providers and Group Child Care Home Personnel. Providers must have documentation on file at the home of current certification in age-appropriate first aid and CPR training. Training must be by a nationally-recognized organization. First aid / CPR training may also count toward the annual clock training requirements.

Montana
Amendments have been made to the Medication Aide regulations. MA’s must now maintain valid certification in CPR. Training entity not defined.

Oregon
Body Piercers (including Earlobe Piercers) must have proof of current CPR and Basic First Aid as well as proof of current Bloodborne Pathogens Training. ASHI and MEDIC First Aid both currently approved by Oregon Health Licensing Agency.

Alabama
The Board of Athletic Trainers have reviewed and approved ASHI CPRPro for Athletic Trainers certification. Course must be taught live with hand-on skills demonstration.

Idaho
The Department of Health and Welfare have reviewed and approved ASHI CPRPro and ASHI Basic First Aid as meeting the requirements for Lifeguards and Pool Operators. Both courses must be taught together in order to satisfy requirements.

New Rules / Regulations:

Florida
Amend dental rules to state that AED training is also required along with BLS certification. ASHI and MEDIC First Aid courses meet this requirement.

Iowa
Created licensing rules for midwives to include demonstrating competency in adult CPR. Training entity not defined.

Kansas
Addition Counselors must complete 2 hours of Bloodborne Pathogens training to meet continuing education requirements. No restriction placed on training entity.

Louisiana
Home and Community Based Providers are now required to have first aid certification. No restriction placed on training entity.

Maryland
Established new requirements for the operation of large family child care homes. Requires a pharmacist who administers any vaccine will keep documentation of current CPR training. Training entity not defined.

New Regulations:

California
Regulations have been updated regarding Shipyard First Aid Personnel. At least one person trained in CPR and First Aid must be on site at all times. AHA, ARC or equivalent training allowed.

Illinois
Critical Care Transport Personnel are now required to be certified in ACLS and PALS. Training entity not defined or restricted.

Indiana
Emergency regulations have been adopted regarding event physicians at boxing or mixed martial arts events. Must have proof of current ACLS certification. Training entity not defined or restricted.

Minnesota
Dental Therapists must now have the same certification as all other Dental Professionals including Professional level CPR certification. No restriction placed on training entity.

Mississippi
Regulations have been updated for Dispatchers of Police, Fire and Medical Services. Equivalency language has been added for CPR certification. AHA, ARC or equivalent CPR courses now accepted.

Oregon
Massage Therapists are now required to have current CPR certification for initial application licensure or a lapsed re-licensure. No restriction placed on training entity.

Colorado
ASHI Wilderness First Aid and Wilderness First Responder courses have been approved by the Department of Human Services for Day and Resident Camp Staff requirements.

Ohio

The Board of Transportation reviewed ASHI Basic First Aid and MEDIC BasicPlus at 2011 board meeting. Courses were approved by board for satisfying the certification requirements of Ambulance Drivers and Attendants.

Pennsylvania
The Bureau of Mine Safety has reviewed and approved ASHI Basic First Aid and CPR & AED courses. Mine Employees may now use ASHI courses to satisfy their certification requirements.

MS 12796 2011 - New regulation for law enforcement personnel requires a total of 14hrs of training in FA, CPR, and BBP. No restriction placed on training entity.

Mississippi
MS 12404 2010 - New regulation now requires staffers who work with medically fragile children to be first aid and CPR trained by a certified instructor. No restriction placed on training entity.

Mississippi
MS 12410 2010 - New regulation now requires all staff in wilderness programs to be trained in CPR and FA. No restriction placed on training entity.

Virginia

VA 102130 2009 - New regulation for Radiologist Assistants now requires ACLS certification. No restriction placed on training entity.

Wyoming
WY 5205 2010 - New regulation now requires Athletic Trainers to be BLS certified. No restriction placed on training entity.

California
Orange County EMS – After submitting our program for review, ASHI CPR Pro has been approved based on ASHI CECBEMS approval. ASHI CPR Pro is approved for initial and renewal certification.

Florida
Agency for Persons with Disabilities (APD) has approved ASHI and MEDIC First Aid basic CPR and BBP courses. These courses meet current training requirements for employees.

Georgia
Construction Workers are required for fulfill 8 hours of CE every 2 years as stated by the Construction Industries Board. ASHI and MEDIC First Aid CPR and First Aid courses are approved to meet this continuing education requirement.

Maryland
After submitting ASHI and MEDIC First Aid basic CPR and First Aid courses for review, the Deputy Director of the Department of Mental Health and Hygiene, stated these programs meets the intent of the regulations and can be used for certification of personnel working with Elderly and adults with medical disabilities.

Missouri
After submitting ASHI CPR Pro and ACLS courses for review by the Missouri Dental Board, they were approved. The Dental Board has also voted to adopted new language into its renewal rule.

EMSA has reapproved ASHI Basic First Aid and CPR and AED for the use of child care providers until August 2013

New Jersey
ASHI CPR Pro and ACLS has been reapproved by the New Jersey Dental Board until September 2013

New Mexico

The New Mexico Dental Board has adopted ASHI into the dental rules as an approved training provider.

NOTICE: Pennsylvania Department of Health, Bureau of EMS Services, and ASHI CPRPro for the Professional Rescuer Certification Cards


Earlier this week an email with the subject “IMPORTANT CPR INFORMATION – CERTIFICATIONS” was circulated in Pennsylvania. The content of this email included false and misleading information, including the following statements; “ Effective immediately the only acceptable CPR cards for DOH card carrying certifications are AHA and ARC following 2010 guidelines. All personnel MUST have one of these two agency cards going forward to renew medical command and/or be recertified.” This statement was not issued by the Pennsylvania Bureau of EMS. ASHI CPRPro for the Professional Rescuer has been revised and currently conforms with the 2010 science, treatment recommendations and guidelines. It has been reviewed and approved by MaryAnn Dellinger with the PA Department of Health, Bureau of EMS. The Bureau has informed us that they will issue a revised Bulletin on its web site listing approved courses by Friday, October 7th. It is important to remember that as of July 1st, 2011 the Bureau will not accept any BLS certification card issued to EMS Personnel in Pennsylvania that does not conform to the 2010 science, treatment recommendations and guidelines.

Kentucky
KY 19479 2011 – Revised regulation regarding dental sedation permits. ACLS or PALS courses must meet or exceed AHA guidelines.

Nebraska
NE 1785 2010 – Respiratory Care Practitioners are now required to have BLS, ACLS, and PALS certification. No restriction placed on the training entity.

Rhode Island
RI 4482 2011 – Rules have been created for Dental Professionals regarding administering sedation. BLS and ALCS certification is required and courses must be from a nationally recognized organization.

NEW APPROVALS GAINED:

Alaska
After review by the Board of Barbers and Hairdressers, ASHI and MEDIC First Aid CPR and BBP courses are now approved for use for Body Piercers and Tattoo Artists. Courses must always be in person and never online.

Missouri

The Board of Chiropractic Examiners has approved ASHI and MEDIC FIrst Aid Basic First aid courses. Certification card must include completion date, vendor/provider name, and contact hours. 50 minutes = 1 hr of CE.

West Virginia
After requesting the Department of Transportation to review and approve ASHI and MEDIC First Aid Basic First aid and CPR, we have been granted approval for School Bus Drivers to use our courses for certification requirements.

APPROVAL STATUS CHANGE:

Ohio

ASHI and MEDIC First Aid are now written into administrative rule as approved CPR and FA providers for non-emergency and non-medical transportation providers.

Wisconsin
New policy recently enforced by the Department of Health and Family Services only allows for First Aid certification from American Red Cross.

CO 11159 2011 – Now requires that hazardous waste facility engineers must be trained in BBP. Training must conform for OSHA standards.

Maryland

MD 11198 2011 – Electrologists are now allowed to obtain CE credit for both First Aid and CPR courses. Previous regulation only allowed for credit in one course or the other. No restriction was placed on training entity.

Ohio

OH 16208 2010 – Now requires that staffers at psychiatric facilities that utilize physical restraints by trained in CPR and First Aid by a nationally recognized program.

After a process of submitting our courses for approval, Ambulance Service Medical Directors are approved to be certified through ASHI for ACLS and PALS.

New Hampshire

EMS Personnel may now use ASHI for certification in BLS and ACLS courses. This pertains to Initial, Renewal or Continuing Education Credits.

Ohio

After review by the Board of Agriculture, our Basic First Aid and CPR courses are approved for Lifeguards and Bungee Jump Staff.

OH 16609 2011
- Now requires treatment foster caregivers to complete ARC, AHA, or equivalent CPR and First Aid course prior to child being placed in the home.

Oregon

OR 33020 2011 - Rule now allows CPR to be used as Continuing Education credit for massage therapists. No restriction placed on training entity.

- NC 5984 2011 - Allows teachers and family child care home providers to obtain and maintain their Early Educator Certification through the Institute for Child Development Professionals. CPR and First Aid certifications are required.

- NC 6016 2011 - Requires residential maternity homes to ensure that at least one staff member who is trained in CPR, First Aid and BBP, is on site each scheduled shift. No restriction placed on training entity. Must be AHA equivalent.

- NC 6017 2011 - Requires 10 hrs of CPR and First Aid training for deputies and detention officers. No restriction placed on training entity.

Oregon

- OR 32824 2011 - Establishes the Youth Authority standards for certifying mental health treatment employees. Requires current First Aid and CPR certification from a recognized training agency.

Texas

- TX 20225 2011 - Makes changes to Good Samaritan and AED law. AED training must meet national training standards.

The State Bureau of Emergency Medical Services notified us in May that any first aid or CPR course that had not been updated to the 2010 CPR and first guidelines will not be accepted for meeting Child Day Care Center training requirements after September 1, 2011. We had hoped to make this cutoff date which was established by the EMSC Child Care Committee, but the revised MEDIC First Aid Pediatric program will not be complete for another 30-60 days. One of the central reasons for the delay is that we were awaiting publication of the 3rd Edition of Caring for Our Children: National Health and Safety Performance Standards (CFOC). This comprehensive set of health and safety standards for child care includes first aid/CPR training and standards. State regulatory authorities are increasingly adopting it as their rule-making standard. Since it was published on June 24, 2011, our program development group has been working hard to make certain that the MEDIC First Aid pediatric program is not only updated to the 2010 Guidelines, but also meets appropriate 2011 CFOC Standards, and is properly oriented to child care.

We are very disappointed to temporarily lose our approval in Louisiana, especially as we are so far along in the production process. However, we do look forward to offering a revised pediatric first aid program that not only meets Louisiana’s requirements, but is completely consistent with national standards and guidelines for first aid in child care. We did ask the Bureau of Emergency Medical Services to extend our approval for 30-60 days to allow us to complete our revisions and they declined. Unfortunately, the Bureau confirmed yesterday that this invalidates our current approval, effective today. Because the Bureau only reviews programs on a certain schedule, we cannot submit our revised program until March 1st, 2012. As a result, Louisiana child care providers should not be trained using the Medic First Aid Pediatric program until it is reapproved next year.

As far as alternatives go, the Bureau has stated that any first aid or CPR course that had not been updated to the 2010 CPR and first guidelines will not be accepted after September 1, 2011. Contrary to that statement, at least according to what is published on the states website, pediatric first aid courses from the AHA, ARC, and National Safety Council remain approved through December 2011. We recommend that you go to this link for more information. You should also check with those agencies to confirm that their programs may continue to be used for meeting the states requirements.

We are disappointed in this outcome, as we know you are. We apologize for the difficulty it may cause you and your customers. This affects only Louisiana TCs offering MEDIC First Aid Pediatric to child care providers.

California

New regulation for construction workers who work over or near water. At least one person who possess a current First Aid card that is equivalent to the American Red Cross is required to be on the job site at all times.

Illinois

Recent changes to the Dental Practice Act now requires Professional Level CPR. Previously lay level certification was acceptable. This new rule applies to Dentists and Dental Hygienists. Training that follows AHA guidelines will be accepted.

Kansas

The Board of Healing Arts approved both ASHI and MEDIC CPR programs for certification of Athletic Trainers. These courses were approved at the August meeting of the Board.

Mississippi

The Mississippi Board of Dental Examiners has approved ASHI CPRPRO, ACLS and PALS courses. Courses were approved at August meeting of the Board. Dental Professionals are now allowed to use ASHI certification for initial licensure, re-licensure and sedation permit certification.

New Jersey

New Regulation now requires Safety and Health Standards for Public Health Employees. All Public Health Employees must have BBP training. Any OSHA compliant course will be accepted.

Oregon

Current Regulation has been strengthen for Public Safety Officer Certification. CPR and FA certification now required instead of just encouraged. No restriction is placed on the training program used to fulfill this certification requirement.

Texas

All direct services staff at Early Childhood Intervention programs must be certified in first aid and CPR. No restriction was placed on the training program used to fulfill this certification requirement.

Connecticut

– Newly passed law now requires all school nurses to be certified in CPR. No restriction was placed on the training program used to fulfill this certification requirement. Law went into effect 7/18/2011.

Delaware

– Recently revised rules for assisted living facilities now include requirement for staff to be CPR and First Aid certified. No restriction was placed on the training program used to fulfill this certification requirement. Law became effective 8/1/2011.

Delaware

– Recently adopted regulations now requires all coaches for Jr. High and High School to be certified in adult CPR. No restriction was placed on the training program used to fulfill this certification requirement.

Oregon

– New law now requires at least 1 AED required on all Public University Campus throughout the state. New law went into effect 8/1/2011.

Pennsylvania

– ASHI and MEDIC CPR programs are now accepted by the Board of Massage Therapy. Programs were presented at the June 28th 2011 board meeting and voted for approval.

Rhode Island

– Beginning 8/15/2011 ASHI and MEDIC CPR programs are accepted by the Board of Physical Therapists. Approval was granted due to the fact that we are currently approved by the CARF – Commission Accreditation of Rehabilitation, NATA – National Athletic Trainers Association, and NSCA – National Strength and Conditioning Association.

South Carolina

– The South Carolina Dental Board has approved ASHI and MEDIC CPR training programs. Dental professionals are now allowed to use our certification for initial licensure, re-licensure and sedation permit certification.

National Approvals

– Both ASHI and MEDIC have recently been approved by the American Board of Cardiovascular Perfusion and the American Academy of Sleep Medicine.

Legislation for Senior Centers in New York Could Shut out HSI

HSI has been following New York State Senate bill 823 since its introduction back in 2009 by State Senator Kruger.  The bill proposes changes to elder law by requiring all community locations providing services to seniors to have staffers trained in CPR.  Unfortunately, the bill also restricts the CPR training options that can be used to meet the training requirement.  If the bill passes as currently written,  ASHI and MEDIC First Aid CPR training programs will not be accepted for training senior center staffers.  HSI has already submitted one letter to Senator Kruger in 2009 but received no response and no change was made to the bill.  Since then, the bill has passed the Senate and is now in the Assembly, in the Committee on Aging.  HSI plans to submit a letter to the Committee but also asks our Training Centers in New York to contact their local representatives and let them know about this restrictive bill and how it will negatively impact their business.  You can find your local representatives and their email addresses at http://assembly.state.ny.us/mem/.

 

Childcare Changes in New York

On August 13, 2010, the New York legislature passed Assembly bill 7923, requiring that all child care providers have at least one employee trained in CPR and FA. The bill applies to child day care providers, family day care homes, group family day care and school-age child care programs. The bill stated that the first aid and CPR course should place emphasis on the care of children and should be approved by the Commissioner of the Office of Children and Family Services (OCFS). The website for the OCFS provides a letter to all child care provides informing them of the new law and places no restrictions on the training that can be used, http://www.ocfs.state.ny.us/main/childcare/letters.asp . The law goes into effect December 11, 2010.

Outlawing 'On-line Only' - Ohio & Texas

With the proliferation of on-line only CPR and first aid training websites, state agencies are modifying their first aid and CPR training regulations.  The Ohio Department of Job and Family Services made changes to the regulations pertaining to the first aid and CPR training of childcare providers by adding the phrase  “from a class that is not solely internet-based and that includes hands-on training by a certified first aid instructor and a successful return demonstration of what was learned in the course.” This new stipulation went into effect July 1, 2010.

Along with modifying their child care regulations, the Ohio Department of Job and Family Services also modified the regulations for home health care attendants. The Division of Medical Assistance now requires that first aid courses used to certify home health care attendants include a hands-on component given by a certified Instructor. They are not required to be certified in CPR. This new regulation went into effect July 1, 2010.

And in one more example, the Texas Department of Family and Protective Services revised their child care regulations to specify that “CPR training and re-certification must adhere to the guidelines for CPR for laypersons established by the American Heart Association and consist of a curriculum that includes use of a CPR manikin and both written and hands-on skill-based instruction, practice, and testing. CPR and first-aid training must not be obtained through self-instructional training.” This regulation went into effect September 1, 2010.

New USCG policy effective as of September 1, 2010

As of September 1, 2010, the United States Coast Guard (USCG) will be implementing new training regulations for merchant mariners and operators of uninspected passenger vessels (such as charter fishing guides and tour boat operators).

In order to meet USCG requirements, we have designed a special USCG Recognition of Participation document to be included with any submission of a Certification Card. The USCG Recognition of Participation document is not a certificate of successful completion and does not replace a Certification Card.

This document must be completed and distributed in addition to the Certification Card to every individual who successfully completes the USCG-approved ASHI or MEDIC First Aid course. The USCG has been notified of our certification policies and has approved the Recognition of Participation document. A merchant mariner that does not provide both a Certification Card and the new Recognition of Participation document will have his/her first aid/CPR certification credentials rejected.

The new document is available for printing in the USCG Appendix in the updated version of the Training Center Administrative Manual (TCAM).

Kentucky Board of Dentistry Updates Regulations

The ASHI CPRPro for the Professional Rescuer training program has been approved by the Kentucky Board of Dentistry for training dental professionals since July, 2009.However, since the dental regulations had not been changed to match the Board's decision, dental professionals that used the ASHI program to meet their CPR training requirement had their applications for licensing or re-licensing questioned.

As of July 15, 2010, the dental regulations have been updated with wording that supports the approved status of the ASHI CPRPro for the Professional Rescuer training program. The changes to the regulations also allow dentists that need ACLS certification to use the ASHI ACLS training program to meet their training requirement. Finally, all wording on the Board's website that restricted CPR training options has been removed.
